  • To analyse the evolution of policies for helping the homeless in Portugal;
  • To analyse the policies for helping and supporting the homeless;
  • To implement a comparative study involving Portugal and the United States, a country with a long tradition of dealing with and researching the homeless;
  • To propose some guidelines for the revision of the framework of local policies to for helping and supporting the homeless in the city of Lisbon.
